CAPEX Construction was founded by Justin Lee & Brian Madsen. Combined they have over four decades of construction, development, and real estate experience. CAPEX was created to service the needs of both commercial and residential clients. With offices in many states, CAPEX is headquartered in Lehi, Utah. CAPEX is built on a solid foundation of strength and service.

Justin Lee is a successful leader in business, real estate, and construction. Since 2000 he has overseen project construction of hundreds of millions of dollars in real estate. His projects have come from the private and public sectors. Lee's education is in construction management with an emphasis on commercial development. Lee has led large and small teams. Some of his teams have numbered in the hundreds. Justin has a passion for the satisfaction of a project well built and an eye for attention to detail.
Lee understands the need to work well with stakeholders and understand the needs and desires of a municipality and community. Lee is also passionate about environmentally friendly design and construction.
When Lee is not working at CAPEX, he can be found on his 5000-acre farm/ranch in Southern Utah.

Brian Madsen is a proven leader in construction management specializing in IDIQ contracts for the Federal Government. Madsen has more than 20 years of successful construction experience with the Federal Government, DOD, and commercial clients. Federal customers included National Park Service, US Air Force, USDA Forest Service, US Army Corps of Engineers, GSA, and VA Health Care System.
Madsen understands the need to create a successful project team with open communication and trust established at the get go. Madsen effectively manages the small and difficult issues that normally derail projects and create delays or costs. Madsen has extensive experience with Design Build and Design Bid Build processes.
Madsen enjoys living in the podunk town he grew up in, which is a little slice of heaven, and travels as needed to meet with clients

CAPEX Construction approaches safety from the highest standards in the industry. Our founders started CAPEX with a firm foundation of safety adherence, implementing military-grade regulation from prior experience to ensure the upmost attention to safety protocols and performance.
Protocols
CAPEX ensures subcontractors and clients are given the proper support and attention they deserve to ensure full-scale safety measures in every step of a project. Clear instructions are provided from OSHA 10/30 hour certifications that provide unparalleled standards of on-site conduct.
Performance
CAPEX is on track to meet industry standards of excellence for major benchmarks, including Experience Modification Rate (EMR), Total Recordable Incident Rate (TRIR), and Lost-Time Frequency Rate (LTFR). Efforts are constantly being reevaluated to ensure some of the lowest incident ratings in the construction industry.
